Competitive MAC Framework – Report on Stakeholder Engagement

The Maritime Area Regulatory Authority (MARA) has published its response to the submissions received through the stakeholder consultation on the design of a Competitive Maritime Area Consent (MAC) Framework.

The consultation, open for submissions until 30 September 2025, sought feedback on MARA’s proposed framework, which is intended to contribute to the timely and sustainable delivery of ORE projects in line with Ireland’s climate and energy ambitions.

The framework, developed with support from Baringa Partners LLP and informed by international best practice, is designed to be flexible and site-specific, allowing MARA to select appropriate criteria and weightings for each allocation round.

The Report on Stakeholder Engagement paper summarises the submissions received by MARA and gives responses to same.
